Paper underscores the potential role that the Telecommunications Industry can play in rural economic development through broad reaching enhancement of industries in various rural regions.

Author believes that the government should forge new telecommunication policies in order to provide basic telecommunications infrastructure for rural areas, to help rural America adjust to a new telecommunications marketplace, and to empower rural economies to participate in the national economy to opportunities available to urban communities.
