This report is an effort to clarify the wastewater facility needs of rural and rural poor communities to assess the outlook for addressing these needs in light of changing environmental regulations.
The report seeks to examine 1) the current status of rural wastewater treatment systems and 2) to determine whether rural communities will have access to affordable funding to address their environmental infrastructure needs.
The report concludes with a number of policy recommendations aimed at helping rural poor communities to more effectively address their wastewater facility financing requirements.
