Report seeks to examine experiences of Deadwood, SD and Central City, Black Hawk, and Cripple Creek, CO communities in regards to gambling presences in order to foster and promote thoughtful state government policy on small stakes gambling.

Authors believe that small-stakes gambling, when regulated, can maximize its benefits while minimizing the adverse effects from a policy perspective. Report does not offer findings due to stage in research process, but provides questionnaire and method for authors to understand best practices for state policy.
