Report unveils several rural development strategies.

Document calls for avoiding uniformity in state rural development policy, inter-local and regional alliances, new attention to organizing delivery program or a rejection of ‘government-as-usual’ approach, and rearticulating the nature of rural development policy as something to be brought into the mainstream, rather than separate from urban policy.

Report pays special attention to the increasing role of local government in improving holes in the development net that state and federal governments would otherwise overlook.
