By examining areas such as access, sustainability, equity, governance, and growth, the framework helps demonstrate how cooperatives serve as locally rooted, democratically controlled enterprises that stabilize communities and build long-term wealth. This evidence-based approach not only makes the case for cooperatives as engines of resilience but also equips policymakers and funders with metrics to better support them.
