This paper examines the role of new businesses in rural areas and how policy can promote the creation of businesses or reduce the barriers to their success.

Paper seeks to dispel notion in policy that rural economies present barriers to growth through new business creation. Paper proposes framework that states may use to craft rural development strategies that focus on the creation of new business ventures. Connected to item #9 on this sheet “101 Ideas for Stimulating Entrepreneurship and Enterprise Development.”
